Programme Officer (WASH) [Pakistan]


 

To provide technical expertise and support to development, implementation, and monitoring of WHO's WASH programs and initiatives, with a particular focus on improving access to safe water, sanitation, and hygiene practices in health facilities.

The Programme Officer will work closely with internal and external stakeholders, and partner organizations, to ensure effective delivery of WASH interventions. Under the direct supervision of the NPO (wash) and the overall supervision of the cluster lead, the incumbent shall undertake the following key responsibilities:

  • Provide technical guidance and support in the development, implementation, and monitoring of WASH programs and initiatives, in line with WHO's strategic priorities and global health targets
  • Collaborate with partner organizations to ensure the effective coordination and implementation of WASH interventions at the country level.
  • Support the development and dissemination of technical guidelines, tools, and resources related to WASH, and provide technical advice and capacity building to partners.
  • Contribute to the monitoring and evaluation of WASH programs and initiatives and provide support to the national counterparts in assessments and surveys to gather data on WASH indicators and outcomes.
  • Support advocacy efforts to promote the importance of WASH in improving health outcomes and reducing health disparities and engage in relevant policy and advocacy forums at country levels.
  • Provide technical support in emergency response situations, including planning and coordination of WASH interventions in humanitarian settings.
  • Support resource mobilization efforts for WASH programs, including proposal development, donor reporting and partnership building.
  • Liaise with the regional office (WHO/EMRO/CHE) on the reporting, coordination and implementation of WASH activities in the country.

Functional knowledge and skills

  • Strong technical expertise in WASH, including knowledge of water supply, sanitation, hygiene promotion, and related public health issues.
  • Familiarity with global and regional policies and guidelines related to WASH, and Sustainable Development Goals (SDGs).
  • Excellent analytical, communication, and writing skills, with the ability to convey technical information to diverse audiences in a clear and concise manner.
  • Proven ability to work effectively in a multi-cultural, multi-disciplinary team, and to establish and maintain effective partnerships with internal and external stakeholders.

Education:

  • University degree in environmental health or water and sanitation engineering or related field.
  • A master's degree in in public health, environmental health, water and sanitation engineering, or a related field.

Experience:

  • At least 2 years of professional experience in planning, implementing, and monitoring WASH programs and initiatives.
  • Experience in emergency response and humanitarian settings, including rapid assessments, planning, and coordination of WASH interventions in complex emergencies.

Language:

  • Excellent knowledge of English, Urdu and other local languages.

Duration and Location:

  • The Programme Officer for WASH will be based at WHO country office in Islamabad with occasional travel to project sites and other locations within the country as required.
